The template of Census Sheet for the 2011 Population and Housing census has been issued on the basis of the Regulation No. 438/2010 of the Statistical Office, published in the Collection of Laws which lays down the details, basic characteristics and the structure of the surveyed data.
The 2011 Population and Housing Census will be conducted pursuant to Regulation (EC) of the European Parliament and of the Council and will take place in all EU Member States according to identical or nearly similar definitions of the surveyed data, which will be exceptional from international viewpoint.
Citizens of the Slovak Republic will be allowed for the first time in history to choose whether to fill out the Census Sheets in paper or electronic form. The three Census Sheets (A. Information on Resident, B. Information on Apartment, C. Information on House) which are annexed to the Regulation will contain a total of 52 questions. Important novelty is, for instance, that the form A. Information on Resident must indicate besides the place of the resident´s permanent residence also his or her usual residence , which will refer to a place at which each of us usually dwells throughout the year and spend our daily night rest. The aim of this indicator is to determine the actual population size of each Member States and so to prevent a person being counted twice in the total population in various states.
Information on usual residence enable to determine the actual population size of the Slovak Republic. This data will be important for municipalities who receive funds according to permanent inhabitants, however this figure do not always correspond with the actual number of inhabitants. A new question will be added in the 2011 Population and Housing Census on the most common language spoken public and at home of a person. Also, questions like those related computer literacy are newly added.
In the form B. Information on Apartment the question concerning household conveniences has been narrowed significantly compared with the previous census. The aim of the Census is not to inquire about the property of citizens i.e. how many mobile phones, personal computers or cars each households have. Only information on the ownership of these items will be surveyed.
Newly surveyed data in the form C. Information on House will be those regarding the period of housing reconstruction or data on heat insulation.
