By adopting new approaches the 2011 Population and Housing Census will undoubtedly mark the history as the so far most up-to-date statistical survey of its kind on the territory of the Slovak Republic.
The condition for the successful management of the Census is the establishment of Census Tracts which will be created by district offices on proposal of municipalities according to their population size and proportionally to their area. One Census Tract will consist of approximately 100-120 households, thus on average, one Census Taker is expected to conduct the count of 350-400 inhabitants. In the Slovak Republic Census Tracts have been created so far by municipalities by means of hand drawings on a map according to pre-established criteria. However, in 2011 for the first time in history, Census Tracts will be created by using an online application (GIS RSO application programme). Unification of a methodological procedure for the establishment of Census Tracts in the whole territory of the Slovak Republic will enable the more effective work of more than 20.000 Census Takers. Creating a proposal for Census Tracts using modern technologies is the only way to increase the census level and ensure the production of high-quality, relevant data usable also for post-enumeration purposes as well.
Another online application developed for the 2011 Census is the monitoring system. This so-called information system for Census Takers, municipalities, district offices and regional offices of the Statistical Office of the Slovak Republic in regional towns, has been introduced for the simplification and improvement of the preparation and conduct of the Census including the final summarization works concerning the Census. In the preparatory phase of the Census the monitoring system will ensure generating and printing of the description of the Census Tracts. During the Census period the monitoring system will provide information to municipalities and via municipalities to Census Takers on the electronically counted inhabitants, houses and apartments. During a door-to-door data collection, Census Takers will only have to compare this information with the list of residents who have announced their interest in electronic counting during the first visit of a household. After the count, municipalities will provide district offices with detailed summary on the total number of residents, houses and apartments enumerated. This will be the first outcome of the census in the territory of a municipality.
In the 2011 Population and Housing Census, the public can be counted, for the first time in history, electronically through the new website of the Statistical Office of the Slovak Republic scitanie2011.sk . Besides, Slovak, electronic Census Sheets will also be available in Hungarian, Roman, Ruthenian, Ukrainian and English languages.
The Census will be conducted from 21 May till 6 June 2011. Data in electronic form will only be collected between 21 and 29 May 2011.
